Umumiy qoidalar<\/strong><\/p>\n<ol>\n<li><strong>Mazkur Andijon viloyati yuridik texnikum\u0438 xodimlarining odob-axloq qoidalari (keyingi o\u2018rinlarda \u2013 Odob-axloq qoidalari) O\u2018zbekiston Respublikasi Vazirlar Mahkamasining 2022-yil 14-oktabrdagi 595-son \u201cDavlat fuqarolik xizmatchilari tomonidan odob-axloq qoidalariga rioya etilishini ta\u2019minlash bo\u2018yicha qo\u2018shimcha chora-tadbirlar to\u2018g\u2018risida\u201dgi qaroriga muvofiq ishlab chiqilgan bo\u2018lib, Adliya vazirligi tizimiga kiruvchi barcha tashkilotlar (keyingi o\u2018rinlarda \u2013 adliya organlari va muassasalari) xodimlarining kasbiy madaniyati, xizmat faoliyati davomida hamda xizmatdan tashqari vaqtda odob-axloqi, tashqi ko\u2018rinishi va kiyinish uslubining qoidalarini<\/strong><\/li>\n<\/ol>\n<p><strong>Odob-axloq qoidalari xodimlarda yuksak kasbiy madaniyatni shakllantirish, ularning axloq qoidalariga zid bo\u2018lgan xatti-harakatlarining oldini olish hamda jamoatchilik ongida adliya organlari va muassasalari faoliyatiga bo\u2018lgan hurmat va ishonchni oshirishga qaratilgan.<\/strong><\/p>\n<ol start=\"2\">\n<li><strong>Yuridik texnikumi xodimlari (keyingi o\u2018rinlarda \u2013xodimlar)o\u2018z kasbiy faoliyatini quyidagi tamoyillar asosida amalga oshirishi shart: qonuniylik \u2013 xodimlar O\u2018zbekiston Respublikasi qonunchiligiga so\u2018zsiz rioya qiladilar hamda o\u2018z xizmat majburiyatlarini mansab yo\u2018riqnomalari, mehnat shartnomalari, ichki hujjatlar va O\u2018zbekiston Respublikasi qonunchiligiga muvofiq bajaradilar;<\/strong><\/li>\n<\/ol>\n<p><strong>fuqarolarning huquqlari, erkinliklari va qonuniy manfaatlarining ustuvorligi \u2013 fuqarolarning huquqlari, erkinliklari va qonuniy manfaatlari adliya organlari va muassasalarining oliy qadriyati bo\u2018lib hisoblanadi. Xodimlar fuqarolarning huquqlari, erkinliklari va qonuniy manfaatlari buzilishiga yo\u2018l qo\u2018ymaydilar va qonunbuzarlik bo\u2018lgan hollarda ularni tiklashga ko\u2018maklashadilar.<\/strong><\/p>\n<p><strong>vatanparvarlik va xizmat burchiga sodiqlik \u2013 xodimlar o\u2018z faoliyatini ma\u2019naviy va vatanparvarlik qadriyatlari, Vatanga sadoqat, xizmat burchiga sodiqlik asosida jamiyatning adliya organlari va muassasalariga bo\u2018lgan talabini ifodalagan holda amalga oshiradilar. Xodimlar o\u2018z xizmat burchlarini shaxsiy xayrixohlik, o\u2018z manfaatlari va mafkuraviy qarashlaridan qat\u2019i nazar bajaradilar;<\/strong><\/p>\n<p><strong>davlat va jamiyat manfaatlariga sadoqat \u2013 xodimlar o\u2018z xizmat majburiyatlarini vijdonan bajarishga hamda davlat va jamiyat manfaatlarini ko\u2018zlashga to\u2018sqinlik qiladigan shaxsiy manfaatdorligi ta\u2019siri bilan bog\u2018liq har qanday harakatlardan o\u2018zlarini tiyishlari lozim;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>adolat, halollik va xolislik \u2013 xodimlar texnikumga murojaat qilgan barcha shaxslarga nisbatan adolatli, halol va xolis munosabatda bo\u2018lishni ta\u2019minlaydilar;<\/strong><\/p>\n<p><strong>professionallik\u00a0\u00a0 va\u00a0\u00a0 kompetentlilik \u2013 texnikumning asosiy qadriyati bo\u2018lib hisoblanadi, ularning malakasi, ishonchi, ezgu niyati, hamkorligi va jamoaviy ruhi qo\u2018yilgan maqsadlarga erishish hamda texnikum faoliyatini takomillashtirish imkonini beradi. Xodimlar professionallik, benuqson ishchanlik obro\u2018si, jamoada qulay ma\u2019naviy va ruhiy muhitni yaratishda yordam berish, shuningdek, hamkasblari bilan samarali bilim va tajriba almashishni ta\u2019minlashi majburiydir;<\/strong><\/p>\n<p><strong>samaradorlik\u00a0 \u00a0va\u00a0\u00a0\u00a0 tejamkorlik \u2013 texnikum o\u2018z faoliyati samaradorligini oshirishni, jumladan, erishilishi jamiyat va davlat farovonligini oshirish imkonini beradigan strategik vazifalardan biri sifatida ichki boshqaruv, fuqarolar, tashkilotlar va davlat organlari bilan o\u2018zaro aloqalar tizimini takomillashtirish, innovatsion texnologiyalarni tadbiq etish va boshqa yo\u2018llar bilan doimiy ravishda ko\u2018rib chiqadilar. Xodimlar o\u2018z navbatida, texnikumning mulkiga, o\u2018zining va boshqa xodimlarning vaqtiga mas\u2019uliyat va ehtiyotkorlik bilan yondashadilar.<\/strong><\/p>\n<ol start=\"3\">\n<li><strong>Xodimlar ma\u2019muriy-huquqiy faoliyatni amalga oshirishda mazkur Odob- axloq qoidalarning 2-bandida belgilanganidan tashqari quyidagi tamoyillarga amal qilishlari kerak:<\/strong><\/li>\n<\/ol>\n<p><strong>murojaatchi doimo haqdir \u2013 xodimlar har doim murojaatchining savolini va murojaatini to\u2018g\u2018ri shakllantirishda yordam beradi va unga malakali javob qaytaradi;<\/strong><\/p>\n<p><strong>aniqlik va tezkorlik \u2013 xodimlar hujjatlar bilan e\u2019tiborli va aniqlik bilan ishlashadi hamda davlat xizmatlarini tezkor, to\u2018liq va sifatli ko\u2018rsatadi;<\/strong><\/p>\n<p><strong>har bir murojaatchiga\u00a0\u00a0 e\u2019tibor \u2013 xodimlar\u00a0\u00a0 har\u00a0\u00a0 bir\u00a0\u00a0 murojaat\u00a0\u00a0 etuvchi va uning talablari o\u2018ziga xos ekanligini anglab yetgan holda ularni diqqat bilan tinglashadi;<\/strong><\/p>\n<p><strong>murojaatchining vaqtini tejash \u2013 xodimlarning vazifasi murojaatchilarning talablarini samarali va o\u2018z vaqtida qondirish, keraksiz savollar va ishlardan xalos bo\u2018lish, shuningdek, ularga xizmat ko\u2018rsatishni tezlashtirish va soddalashtirishdan iboratdir;<\/strong><\/p>\n<p><strong>ochiqlik va qulaylik \u2013 davlat xizmatini olishni istagan har bir fuqaro, qulay kutish, xizmatni taqdim etish va olish sharoitlariga ega davlat xizmatlari markazlariga tashrif buyurishi mumkin;<\/strong><\/p>\n<p><strong>xushmuomalalik va samimiylik \u2013 xodimlar har bir murojaat etuvchini aziz mehmon sifatida mehribonlik, tabassum va xush kayfiyat bilan kutib olishadi;<\/strong><\/p>\n<p><strong>davlat xizmatini ko\u2018rsatish uchun shaxsan javobgarlik \u2013 xodimlar davlat xizmatining o\u2018z vaqtida va sifatli taqdim etilishi uchun javobgardir. Har bir murojaatchi qat\u2019iy mezonlar asosida xizmat ko\u2018rsatishni baholay oladi;<\/strong><\/p>\n<p><strong>fuqarolarga yordam berish &#8211; quvonch va sharaf \u2013 har bir xodim \u201cXalq davlat idoralariga emas, davlat idoralari xalqqa xizmat qilishi kerak\u201d degan<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>ulug\u2018vor g\u2018oyani so\u2018zsiz amalga oshirishga xizmat qiladi.<\/strong><\/p>\n<ol start=\"4\">\n<li><strong>Xodimlar mehnat\u00a0\u00a0 faoliyati\u00a0\u00a0\u00a0 davomida\u00a0\u00a0 va\u00a0\u00a0 ishdan\u00a0\u00a0 tashqari\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 vaqtda xulq-atvorning quyidagi umumiy qoidalariga amal qilishi lozim:<\/strong><\/li>\n<\/ol>\n<p><strong>texnikumning obro\u2018siga putur yetkazishi mumkin \u00a0bo\u2018lgan xatti-harakatlardan tiyilish, axloq normalariga doimiy rioya qilish;<\/strong><\/p>\n<p><strong>mas\u2019uliyat, kasbiga sadoqat va halollikni kundalik shiorga aylantirish; murakkab vazifalarni bajarishda hamkasblariga ko\u2018maklashish; xushmuomalalik,\u00a0 e\u2019tiborlilik\u00a0\u00a0 va\u00a0\u00a0 hushyorlik\u00a0 bilan\u00a0\u00a0 fuqarolarda\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 davlatga<\/strong><\/p>\n<p><strong>nisbatan ishonch va hurmat hissini uyg\u2018otish;<\/strong><\/p>\n<p><strong>oilasida sog\u2018lom muhitni ta\u2019minlab, oila a\u2019zolariga doimiy g\u2018amxo\u2018r bo\u2018lish, farzandlarida vatanparvarlik va boshqa yuksak axloqiy fazilatlarni shakllantirish;<\/strong><\/p>\n<p><strong>fuqarolarning ijtimoiy kelib chiqishi, iqtisodiy ahvoli va boshqa omillardan qat\u2019i nazar, ular bilan bir xil, samimiy, odob doirasida munosabatda bo\u2018lish;<\/strong><\/p>\n<p><strong>jamiyatda axloqning umume\u2019tirof etilgan qoidalariga amal qilish.<\/strong><\/p>\n<ol start=\"5\">\n<li><strong>Xodimlar o\u2018z vakolatlarini amalga oshirayotganda O\u2018zbekiston Respublikasining Konstitutsiyasi va qonunlariga, \u201cDavlat fuqarolik xizmati to\u2018g\u2018risida\u201dgi O\u2018zbekiston Respublikasining Qonuniga, O\u2018zbekiston Respublikasi Oliy Majlisi palatalarining qarorlariga, O\u2018zbekiston Respublikasi Prezidentining farmonlari, qarorlari va farmoyishlariga,\u00a0\u00a0 Vazirlar\u00a0\u00a0 Mahkamasining\u00a0\u00a0 qarorlari va farmoyishlariga, ushbu Odob-axloq qoidalariga va boshqa qonunchilik hujjatlariga amal qilishi<\/strong><\/li>\n<li><strong>Xodimlar Odob-axloq qoidalariga rioya qilish majburiyatiga, fuqarolar esa ulardan mazkur qoidalarga mos bo\u2018lgan kasbiy madaniyatni talab qilish huquqiga<\/strong><\/li>\n<li><strong>Xodimlarning Odob-axloq qoidalariga rioya etishi ularning faoliyati hamda xizmatdagi axloqini baholashning asosiy mezonlaridan biri<\/strong><\/li>\n<\/ol>\n<p><strong>Xodimlar tomonidan Odob-axloq qoidalariga rioya qilinishi holati ularni kelgusida yuqori lavozimlarga tayinlash va rahbar kadrlar zaxirasini shakllantirishda hisobga olinadi.<\/strong><\/p>\n<ol start=\"8\">\n<li><strong>Texnikumning tarkibiy bo\u2018linmalari zaruratga ko\u2018ra, o\u2018z faoliyati xususiyatlarini hisobga olgan holda, ushbu Qoidalar asosida tarkibiy bo\u2018linmalar xodimlari uchun majburiy bo\u2018lgan \u00a0xodimlarning\u00a0 \u00a0idoraviy\u00a0 \u00a0odob-axloq\u00a0\u00a0\u00a0 qoidalarini\u00a0\u00a0\u00a0 ishlab\u00a0\u00a0\u00a0 chiqishlari va tasdiqlashlari<\/strong><\/li>\n<\/ol>\n<p><strong>2-bob. Asosiy terminlar va tushunchalar<\/strong><\/p>\n<ol start=\"9\">\n<li><strong>Mazkur Odob-axloq qoidalarida quyidagi asosiy tushunchalar qo\u2018llaniladi:<\/strong><\/li>\n<\/ol>\n<p><strong>yaqin qarindoshlar \u2013 ota-ona, tug\u2018ishgan va o\u2018gay aka-uka va opa-singillar, er-xotin, farzand, shu jumladan farzandlikka olinganlar, bobo, buvi, nevaralar, shuningdek er-xotinning ota-onasi, tug\u2018ishgan va o\u2018gay aka-uka va opa-singillari;<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>urug\u2018-aymoqchilik \u2013 xodimning umumiy ajdodga ega bo\u2018lgan muayyan qarindoshga mansubligi asosida uchinchi shaxslarga sub\u2019ektiv, iltifotli va noxolis munosabatda bo\u2018lish tarzidagi shaxsiy manfaati;<\/strong><\/p>\n<p><strong>manfaatlar to\u2018qnashuvi \u2013 shaxsiy (bevosita yoki bilvosita) manfaatdorlik adliya organlari va muassasalari xodimning mansab yoki xizmat majburiyatlarini lozim darajada bajarishiga ta\u2019sir ko\u2018rsatayotgan yoxud ta\u2019sir ko\u2018rsatishi mumkin bo\u2018lgan hamda shaxsiy manfaatdorlik bilan adliya organlari va muassasalarining huquqlari va qonuniy manfaatlari o\u2018rtasida qarama-qarshilik yuzaga kelayotgan yoki yuzaga kelishi mumkin bo\u2018lgan vaziyat;<\/strong><\/p>\n<p><strong>korrupsiya \u2013 shaxsning o\u2018z mansab yoki xizmat mavqeidan shaxsiy manfaatlarini yoxud o\u2018zga shaxslarning manfaatlarini ko\u2018zlab moddiy yoki nomoddiy naf olish maqsadida qonunga xilof ravishda foydalanishi, xuddi shuningdek bunday nafni qonunga xilof ravishda taqdim etish;<\/strong><\/p>\n<p><strong>mahalliychilik \u2013 shaxsni faqatgina qarindoshligi (qarindoshini hamma bilishi yoki mashhurligi va uning jamoatchilik tan olganligi) va bunday shaxsning hokimiyat vakolatiga ega bo\u2018lgan organlardagi qarindoshlarining xizmat mavqei sababli lavozimga qo\u2018yiladigan malaka talablarini hisobga olmasdan ishga yollash, rotatsiya qilish hamda lavozimga tayinlash;<\/strong><\/p>\n<p><strong>adliya\u00a0\u00a0\u00a0 \u00a0organlari\u00a0\u00a0\u00a0 \u00a0va\u00a0\u00a0\u00a0\u00a0\u00a0 muassasalari\u00a0\u00a0\u00a0\u00a0\u00a0 xodimi \u2013 adliya\u00a0\u00a0\u00a0\u00a0\u00a0 organlari va muassasalari bilan mehnat munosabatlariga kirishgan shaxs;<\/strong><\/p>\n<p><strong>favoritizm \u2013 xodim bir shaxs yoki bir guruh shaxslar manfaatlarini boshqa shaxs va (yoki) shaxslar guruhi manfaatlaridan ustun qo\u2018yish, shu bilan birga, adliya organlari va muassasalarida kadrlarni tanlash va joy-joyiga qo\u2018yish, lavozimi bo\u2018yicha ko\u2018tarish, mukofotlarni hisoblash va davlat mukofotlariga tavsiya qilish, mehnat ta\u2019tillari berish yoki sanatoriyalar va xorij safarlariga yuborish, murojaatlarni ko\u2018rib chiqish\u00a0 \u00a0navbatini,\u00a0 \u00a0shuningdek,\u00a0 \u00a0ish\u00a0 \u00a0vaqti va navbatchilik grafiklarini belgilash shular jumlasidandir.<\/strong><\/p>\n<p><strong>3-bob. Kasbiy madaniyatga oid umumiy odob-axloq qoidalari<\/strong><\/p>\n<ol start=\"10\">\n<li><strong>Xodimlar:<\/strong><\/li>\n<\/ol>\n<p><strong>fuqarolarning jinsi, irqi, millati, fuqaroligi, tili, dini, ijtimoiy kelib chiqishi, e\u2019tiqodi, shaxsiy va ijtimoiy mavqei kamsitilishiga olib keluvchi ta\u2019sir choralari va harakatlar (harakatsizlik)ga yo\u2018l qo\u2018ymasligi;<\/strong><\/p>\n<p><strong>halol, adolatli va kamtar bo\u2018lishi, fuqarolar bilan muloqotda xushmuomala, vazmin va samimiy munosabatni namoyish qilishi;<\/strong><\/p>\n<p><strong>jismoniy va yuridik shaxslarning huquqlari va qonuniy manfaatlariga daxldor qarorlarni qabul qilishda qonuniylikni, adolatlilikni va shaffoflikni ta\u2019minlashi;<\/strong><\/p>\n<p><strong>davlat va\u00a0\u00a0 jamiyat\u00a0\u00a0 manfaatlariga\u00a0\u00a0 zarar\u00a0\u00a0 yetkazuvchi,\u00a0\u00a0 davlat\u00a0\u00a0 organlari va tashkilotlari faoliyati samaradorligini pasaytiradigan harakatlar (harakatsizlik)dan tiyilishi;<\/strong><\/p>\n<p><strong>o\u2018zining xatti-harakati va axloqi tufayli jamoatchilikning tanqidiga uchramaslik choralarini ko\u2018rishi, tanqid uchun ta\u2019qibga yo\u2018l qo\u2018ymasligi, asosli<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>va konstruktiv tanqiddan o\u2018z faoliyatidagi kamchiliklar hamda nuqsonlarni bartaraf etish yo\u2018lida foydalanishi;<\/strong><\/p>\n<p><strong>davlat organlari va tashkilotlari, davlat xizmatchilari va boshqa shaxslarga o\u2018z xizmat mavqeidan foydalangan holda shaxsiy masalalar yuzasidan ta\u2019sir o\u2018tkazmasligi;<\/strong><\/p>\n<p><strong>o\u2018z xizmat vakolatlarini jismoniy va yuridik shaxslarning manfaatlarini ko\u2018zlab bajarish yoki bajarmaslik evaziga ulardan biron-bir mukofot, foyda yoki sovg\u2018alar olmasligi;<\/strong><\/p>\n<p><strong>davlat mulkining but saqlanishini ta\u2019minlashi, o\u2018ziga ishonib topshirilgan davlat mulkidan faqat xizmat maqsadlarida foydalanishi;<\/strong><\/p>\n<p><strong>xizmat intizomiga qat\u2019iy rioya qilishi, ish vaqtidan oqilona va samarali foydalanishi;<\/strong><\/p>\n<p><strong>aholining davlat xizmatlari iste\u2019molchisi sifatidagi talablariga muvofiq doimiy ravishda faoliyat sifatini oshirib borish choralarini ko\u2018rishi;<\/strong><\/p>\n<p><strong>qonunchilik hujjatlari bilan intizomiy, ma\u2019muriy va jinoiy javobgarlik nazarda tutilgan huquqbuzarlik va boshqa xatti-harakatlarga yo\u2018l qo\u2018ymasligi;<\/strong><\/p>\n<p><strong>kasb etikasi va ishchanlik uslubiga rioya etishi;<\/strong><\/p>\n<p><strong>siyosiy partiyalar, jamoat birlashmalari va boshqa nodavlat tashkilotlari manfaatlari yo\u2018lida xizmat mavqei va imkoniyatlaridan foydalanmasligi kerak.<\/strong><\/p>\n<ol start=\"11\">\n<li><strong>Xodimlar o\u2018ziga bo\u2018ysunuvchi boshqa xodimlardan ular mehnat vazifasini bajarayotgan paytda partiya nomidan siyosiy faoliyat bilan shug\u2018ullanishni talab qilishi, siyosiy partiyalar, jamoat birlashmalari va boshqa nodavlat tashkilotlari faoliyatida ishtirok etishga da\u2019vat etishi yoki majburlashiga yo\u2018l qo\u2018yilmaydi.<\/strong><\/li>\n<li><strong>Siyosiy, iqtisodiy maqsadga muvofiqlik, shuningdek, shaxsiy va boshqa subyektiv sabablar xodim tomonidan mazkur Qoidalar talablarini buzishga asos bo\u2018lib<\/strong><\/li>\n<\/ol>\n<p><strong>4-bob. Xizmat faoliyatiga oid odob-axloq qoidalari<\/strong><\/p>\n<ol start=\"13\">\n<li><strong>Xodimlar xizmat faoliyati davomida quyidagilarga majbur:<\/strong><\/li>\n<\/ol>\n<p><strong>O\u2018zbekiston Respublikasining Konstitutsiyasi, qonunlari va boshqa qonunchilik hujjatlariga so\u2018zsiz rioya etishi;<\/strong><\/p>\n<p><strong>mamlakat sha\u2019nini e\u2019zozlash, davlat siyosatiga sodiq
